The conviction for graft charges of Imelda Marcos, the widow of the late dictator Ferdinand Marcos, is another judicial confirmation of the inordinate corruption perpetrated during the martial law regime by the Marcos family and its cronies.

Even without an immediate imprisonment due to the availability of appeal, the conviction puts an end to impunity for the Marcoses. 

Conviction is an indelible ascertainment of culpability, while imprisonment is an imposition of a penal sanction, the deferment or non-service of which does not diminish guilt.

The “calling out power” of the President under Section 18 of Article VII of the Constitution is for the sole purpose of having the armed forces of the Philippines “prevent or suppress lawless violence, invasion or rebellion” which endanger public security or safety.

This power cannot be exercised to solve corruption in a government agency like the Bureau of Customs (BOC) where public safety or security is not at stake.

Serious and endemic corruption does not amount to “lawless violence” but to odious criminality, the suppression of which is not the function of the military.

I am vying for reelection as Congressman of the First District of Albay for the following overriding reasons:

  1. The First District needs an experienced, courageous, innovative and dedicated Representative who is known nationwide for his legislative abilities and progressive agenda;

  2. Although I have made good my promise to make the First District Number One and achieved impressive accomplishments, there are more projects and programs for advancement; and

  3. Whether with the Administration or Opposition, my relentless mission is to promote the commonweal, particularly the interests of the poor, marginalized and disadvantaged.

Opposition Rep. Edcel C. Lagman has urged the House leadership to expedite the consideration and approval of Joint Resolution No. 27 suspending the increases and scheduled increases in the excise taxes on fuel under the TRAIN law to tame the monstrous inflation rate which is expected to hit 6.8% or even higher in the fourth quarter of 2018.

The Joint Resolution was filed on September 10, 2018 by Lagman and members of the Magnificent 7, Makabayan Group and People’s Minority.

Rep. Edcel C. Lagman of the First District of Albay made substantial contributions to the expanded maternity leave bill which was approved on October 1, 2018 by the Bicameral Conference Committee of the House of Representatives and the Senate.
