I am vying for reelection as Congressman of the First District of Albay for the following overriding reasons:

  1. The First District needs an experienced, courageous, innovative and dedicated Representative who is known nationwide for his legislative abilities and progressive agenda;

  2. Although I have made good my promise to make the First District Number One and achieved impressive accomplishments, there are more projects and programs for advancement; and

  3. Whether with the Administration or Opposition, my relentless mission is to promote the commonweal, particularly the interests of the poor, marginalized and disadvantaged.

I thank with great candor my constituents for their continuing support and trust, and I pledge my undiminished integrity, competence and industry for their welfare.

Let us all work for a clean, honest, credible and meaningful forthcoming elections.

Election is the bedrock of a democratic system. It is the fountainhead from which springs genuine leaders and drowns false pretenders. It is the crucible for change and reform. It expresses the solemn mandate of the sovereign people.
