While congressional decisions and actions are invariably based on the numbers game, the determination of the required vote pursuant to House rules is not a game but an accurate count.

The official and indelible total number of members of the Committee on Justice on September 25, 2018, the day when the committee supposedly voted on the report and resolution dismissing the impeachment complaints against seven justices of the Supreme Court, is 68 members composed of 34 regular and 34 ex-officio members.

I have no participation whatsoever in the allocation of funds or the funding of projects as contained in the President’s National Expenditure Program (NEP).

I have not requested nor initiated any amount attributed to my district because the NEP is supposed to be solely prepared by the Executive Department, more particularly the Department of Budget and Management, unless there are intruders, of whom I am presently unaware of, whose intervention or interference has been accommodated.

The devastation wrought on the country’s economy and its institutions by the Duterte administration could be worse than the combined disasters caused by Ondoy, Yolanda, Ompong and other typhoons and calamites.

When Duterte took over the Presidency in July 2016, inflation was only 1.3%, now it is a crippling 6.4% due to no small measure to culpable government neglect and errant policies.

The exchange rate in July 2016 was P46.86 to $1.00, now it is a whopping P54.01 to $1.00 or a P7.15 deterioration in two years.

Judiciousness and fairness are alien attributes of the House Committee on Justice that junked the impeachment complaints against seven Supreme Court justices, including newly-promoted Chief Justice Teresita de Castro, for “insufficiency in substance”.

Substance was in fact overriding but partisanship was more ascendant.

The majority and the leadership-handpicked minority members of the Committee colluded to dismiss the complaints.

The Duterte administration has a favorite assault lingo: "void ab initio", which means "invalid from the beginning".

In the administration-instigated quo warranto petition filed by Solicitor General Jose Calida, former Chief Justice Maria Lourdes Sereno was ousted by the Supreme Court on the pretext that her appointment was "void ab initio" for failure to file complete SALNs.

However, it was the quo warranto petition which was void ab initio because it was used as subterfuge to subvert the constitutionally mandated sole process of impeachment to remove high officials.
