I vote No to House Bill No. 6608 for the following overriding reasons:

In my almost three decades as a legislator, I have principally authored landmark laws from the “Comprehensive Agrarian Reform Law” and “An Act Prohibiting the Imposition of Death Penalty in the Philippines” to groundbreaking human rights statutes like the “Anti-Torture Law”, “Anti-Enforced or Involuntary Disappearance Act”, and the “Human Rights Victims Reparation and Recognition Act”.

Human  rights cover all fundamental rights of citizens which must be protected against abuses by the State and its agents singularly or in cahoots with private violators.

Pregnancy should invariably be an occasion for joy. It should not elicit dread or unhappiness in the prospective mother. For most women, a pregnancy is a long-awaited dream. But for adolescent girls, it may mean the end of their dreams. What should be a source of pride becomes a brand of dishonor and disgrace for unmarried adolescents. What should be a cause for celebration and cheer becomes a basis of castigation and criticism. What should be a forecast of life becomes a foreboding of death.

Although ILO C-190 or officially known as “The Convention Concerning the Elimination of Violence and Harassment in the World of Work” affirms without distinction that “all human beings,  irrespective  of race, creed or sex,  have the right to pursue both their material well-being and their spiritual development in conditions of freedom and dignity, of economic security and equal opportunity”, the Convention has special concerns for women in the workplace.
