The imposition by Senator Bong Go for the House of Representatives to adopt in toto his Malasakit bill which was previously approved by the Senate is a gross disrespect to the committee system and the constructive plenary deliberations of a co-equal chamber.

Go has even bypassed the House committee on health which was hesitant to accede to his insistence when he reportedly talked directly to Speaker Alan Peter Cayetano and Majority Speaker Martin Romualdez to have the Senate version adopted forthwith by the House without amendments to foreclose a bicameral conference committee.

The statement of President Rodrigo Duterte that Vice President Leni Robredo has “free rein” as Co-Chair of the Inter-Agency Committee on Anti-Illegal Drugs (ICAD) and that he “will give her all that she needs”, including funding support, is most welcome.

The new role of Robredo as the head of the anti-illegal drugs campaign would necessitate additional modest allocations to augment the appropriations of the Office of the Vice President.

Inadequacy of funding support will imperil the success of Vice President Leni Robredo as co-chair of the Inter-Agency Committee on Anti-Illegal Drugs (ICAD).

The multi-million peso funds appropriated to sustain the bloody war on illegal drugs and related intelligence outlays embedded in the proposed 2020 appropriations for the Philippine National Police (PNP) should be specifically reallocated to ICAD to support Robredo’s non-violent and innovative approaches to solve the drug menace.

President Rodrigo Duterte appears to be washing his hands of his failed brutal war on drugs, and is tossing the narcotics problem for Vice President Leni Robredo to solve.

Robredo has been consistently critical of Duterte’s flawed approach to the drug menace which has resulted to mounting extrajudicial killings of mostly impoverished “suspects”.
