President Rodrigo Duterte has no authority to stop the Commission on Audit (COA) from performing its constitutional mandate of safeguarding the utilization of public funds and making public the results of its audit.

This third installment of my “2021 Counter-SONA” covers President Duterte’s contumacious defiance of the investigation to be conducted by the International Criminal Court’s (ICC) prosecutor; the dismal state of press freedom and human rights; and the corruption and the drug menace under the Duterte administration.
The Duterte administration must not crow prematurely on the 11.8% growth rate of the country’s Gross Domestic Product (GDP) in the second quarter of 2021 which is not good enough.
The growth rate in the second quarter this year should have been 20.5% to equal the GDP in the second quarter of 2019 before the pandemic.

The authentic opposition’s Counter-SONA has been institutionalized like the President’s SONA. As its appellation suggests, it is a rebuttal to the President’s State of the Nation Address. It presents to the people the unalloyed state of the nation, devoid of aggrandizement, hyperbole, and pretense. It is a critique of the President’s declarations, misdeclarations and non-declarations.
