The administration’s “Build, Build and Build” program and other construction works must be insulated from the effects of COVID-19.

In order to minimize delays in the implementation of infrastructure projects in the wake of emergency measures to contain the novel coronavirus, laborers must be given ready access to construction sites notwithstanding the “community quarantine” policy.

Contractors, both of national and local projects, must be encouraged to provide adequate bunk houses to house laborers after work so that they do not have to go home daily to their respective residences.

Food may also be provided to workers to save them the expense of having meals outside of their homes at the joint expense of the contractors and Department of Public Works and Highways (DPWH) as part of the latter’s administrative cost.

These measures will expedite construction works before the onset of the rainy season and also allow the completion of projects on or before the deadlines imposed under the cash-based budgeting system.
