A few convictions do not constitute a testimonial that the justice system in the Philippines is working against the thousands of culprits in uniform in the inordinate extra judicial killings consequent to former President Duterte’s bloody war against drugs.

All of those criminally responsible must be prosecuted and convicted once warranted.

As long as the principal culprit who instigated, tolerated, and condoned the EJKs is not brought to justice in the Philippines, the country cannot invoke the doctrine of complementarity.

The Philippines must rejoin the Rome Statute to truly uphold the promotion, protection, and fulfillment of human rights, and cast away crimes against humanity.
