I warmly congratulate Deputy Speaker Ralph Recto on his appointment as Secretary of Finance. He brings with him a vast knowledge and experience in financial and economic matters. 

I hope that as a grandson of the great nationalist Claro Mayo Recto, he would resist attempts to do away with the nationalistic provisions in the Constitution which were enshrined to preserve and protect Philippine patrimony from alien control and domination.
